The Hon’ble Union Minister for New and Renewable Energy desired that the comprehensive plan be formulated and implemented for clearing and beautification for Brari Nambal and Babi Dam, which are of vital importance for the proper  living in the city

The Housing & Urban Dev. Deptt. vide letter Bo:-HUD/Plan/500/2003 dated:-01/07/2010 has intimated that a project report has been formulated for an amount of Rs. 26.60 Crores.  The following are main features of the project for Development of Brari Numbal Lagoon :

 

a) Land Acquisition.

b) Conversion of Landmass into water body at the expanse  of water.

c) Shoreline Development.

d) Chain-link fencing.

e) Installation of fountains / aerators.

f) Beautification by way of electrification around the lagoon.

g) Development of the heritage temple inside the lagoon.

 

The work on the lagoon has been initiated in July, 2009 and in the 1st phase dredging and shoreline development has been taken into hand.  An amount of Rs. 80.00 lacs has been released in favour of UEED for diversion of 17 drains to the existing STP at Brari Numbal, some of which have been diverted and rest are being diverted. During the current financial year an amount of Rs. 6.20 crores is being spent on various components of this project.

Acquisition of 176 kanal of proprietary land inside the lagoon has been initiated and PDD has been requested to realign 33 KVA Transmission line for resumption of shoreline development.

The Hon’ble Union Minister for New  & Renewable Energy observed that huts are being  built  in Kralsangri area and desired  that Hon’ble Finance Minister and Hon’ble   Forest  Minister should visit Kralasangri area and probe as to how the encroachments have came about and who had granted permissions to build the huts/ road in the forest area.

While responding, the Hon’ble Chief Minister informed that the Deputy Chief Minister had already taken cognizance of the matter   and constituted a Committee headed by the Commissioner/Secretary to Govt. (General Administration Deptt.) to look into the matter for a preliminary report within 10 days.

The Secretary Lakes & Water Development Authority Srinagar has intimated that permission to construct Tourist village comprising of 22 units of different sizes & spread over a total built up area of 78800 sq. feets has been granted by this office vide order NO: 54-Bldg/LDA of 2008 Dated : 12-06-2008 in favour of Mr. Shiekh Gh. Qadir S/O Gh.Ahmad & others  in Gagerbugh Kralasangri Srinagar . Subsequently the Vice- Chairman , LDA vide his letter NO: LWDA-PS/Vice Chairman /316  Dated : 18-10-2008 wrote to the Govt. to put the implementation of the Project on hold . Commissioner / Secretary to Govt. H&UDD has also been pleased to visit the site personally on 2-09-2009 and has directed that no construction activity should be permitted on site. General Adm. Department vide Govt.Order NO: 1233- GAD of 2009 Dated : 04-09-2009 has constituted a committee of six senior officers to examine the case .

The Committee has examined the case in its entirety and gave the following recommendations :

“ Keeping in view the aforementioned observations , the committee recommends that the lakes & Waterways Dev. Authority should make it incumbent upon the promoters to submit a detailed Project Report ( DPR) of the proposed Tourist village which needs to be evaluated by all the concerned agencies / departments and any permission for development of the area as Tourist Village should be subservient to the findings / recommendations of these agencies/ departments   and to the fulfillment of such conditions as may be prescribed .”

In pursuance of the said recommendations , this office vide NO: LDA-BP/6400-6401 Dated : 30-10-2009 has asked the promoters to give the following details:

 

         Detailed project report of the Tourist Village .

  • Micro plans envisaging details about the location of each structure with the associated ancillary infrastructural facilities like electric and water supply, sewerage & drainage with its disposal, lying of roads & pavement etc.
  • Details about contour cutting, protection of slopes, cutting of trees, herbs/shrubs and other flora & fauna.
  • In addition, the Khasra nos involved are to be located on site as well as a measure of ground truthing through Revenue department in accordance with the original Aksi Latha available with the Director, Land Records.

Subsequently through another communication under LDA-BP-658/68830-33 Dated: 17-11-2009 the promoters have been reminded to furnish the DPR’s to get it evaluated bu all the concerned departments   / agencies which will include Forest/ Ecology & Environment , SPCB, Town Planning . The promoters have not submitted any proposal so far. The Enforcement officer LDA has been directed that no construction activity, whatsoever, including the laying of roads / earth cutting/ trees, should be permitted. The site is regularly being monitored by the enforcement wing and is under constant surveillance to ensure that no construction activity takes place there.

The Hon’ble High Court in the case PIL titled Syed Tahir Iqbal Geelani V/S State in its hearing on 15-12-2009 has also directed that no construction activity should take place on site. The decision of the DDB meeting & the instructions of the Hon’ble High Court / Commissioner Secretary to Govt. are being compiled with Toto.

The Hon’ble Minister  suggested that security forces  may be re-located from Sheri-i-Kashmir Cricket Stadium for providing  free and open  atmosphere to the players  and requested for allotment of land  for construction of  large stadium near joinery Mill, Pampore. Besides, the Home Department should examine the feasibility of paying an amount of Rs.75.00 lacs on account of rent which the security forces owe to JKCA (Jammu& Kashmir Cricket Association).

The Hon’ble Chief Minister, while responding to points raised by the Hon’ble Union  Minister informed that the  land near Joinery Mill Pampore  has been  proposed  for development  of a satellite town together with other  important  projects.  However, possibility of earmarking some land for JKCA for construction of a new Cricket  Stadium  around  will  be explored.

F C Home/Div. Commr. Kmr. / IGP, Kmr / Secretary, Sports Council.

The  Inspector General of Police Kashmir Zone vide his letter No: GB/ZPHQ/M. Meeting/09/24763-64 dated:17-11-2009  has intimated  that  the  stadium has been  got  vacated  and handed over to  JKCA . However, the rent case  of the  said land  is  under  process.

A committee shall be constituted under  the chairmanship of  Divisional Commissioner, Kashmir for identification of land in   for its transfer to Srinagar Municipal  Corporation for re-habilitation colonies and sites for dumping of solid waste.

The  Committee has already been constituted by the Divisional Kashmir Commissioner, vide order No DivCom/Dev-70 A/376-79 dated 24-4-2007, consisting of Addl. Dy. Commr. , Chief Town Planner, SDA Joint Commr. SMC Asstt. Commr.(R) . The committee furnished its report indicating sites viz Sumerbugh, Hakermullah and Batapora and it was accordingly decided that the committee constituted for purpose of identification of additional sites for dumping of garbage of shall conduct spot inspection and identify suitable sites. The Committee has inspected the sites and again proposed the aforesaid sites and reported that Sumerbugh in District Pulwama was considered to be potential site for land fill. However, Batapora and few sites in the vicinity of Nasrullahpora were also considered for which CTP-K has given detailed technical report. However, a meeting to finalize the sites shall be convened  very soon. Further in compliance to the court orders and also as per the decisions taken in the High Level meeting held under the Chairmanship of HE the Governor, J&K State on 10/2008 an indent has been placed with Collector Land Acquisition, Srinagar by SMC for acquiring of additional land measuring 400 Kanals falling in estate Dedmaribagh belonging to M./S Gousia Group of Industries for expansion/upgradation/modernization  of existing dumping site. The Collector, Land Acquisition, PWD Srinagar has issued notification under Section 4 on 10.10.2008, notifying 398 Kanals 01 Marlas land in estate Dedmaribagh.

Further authorization of Rs.100.00 lakhs has been received against the Action Plan submitted to the Government.

Srinagar Dev. Authority shall provide land for the rehabilitation of people to be shifted from the bund of River Jehlum i.e Chattabal Weir & Parimpora areas.

The VC, SDA, vide his letter No: SDA/VC/6931 dated: 20-01-2010 has intimated that the Government has transferred 65 kanals of land at Noorbagh for the rehabilitation of boatmen of River Jhelum.

I & FC Department has identified 314 beneficiaries from Shivpora to Dubji Ghat and 96 Doongawallas from Shivpora to Chattabal for rehabilitation out of them 176 boatmen were rehabilitated in Boatmen Colony Bemina and 218  in Noorbagh colony pursuant to the decisions  taken in the HLC from time to time.

Due to paucity of land the SDA is not in a position to rehabilitate the Boatman of River Jhelum i.e. Chattabal weir and Parimpora areas for which a fresh survey is being carried out.

Scheme  of Financing shall be worked  out by the Planning & Finance  Departments  for contruction of Ropeway  at Ziyartat-i-Hazrat-I-

Sultan-Ul-Arifeen (R.A) so that  the  funds  are made  available to  implement the project.

Secretary Tourism / Director Tourism (Kmr)

The Joint Director planning Tourism department has intimated that the project will cost an amount of Rs.6.00 crores of which Rs.1.50 crores as equity share has been approved by Planning & Development department under State Plan while as the balance cost of Rs.4.50 crores shall be raised as loan from the Financial institutions. The Finance department has conveyed its concurrence to provide counter guarantee for lifting the loan.

Tenders have been finalized and the execution shall start from July , 2010

For development of Infrastructure around Ziyarat Peer Dastageer Sahib Shrine / Ziyarat Naqashband Sahib (R.A) /Graveyard of 1931 Martyrs, a comprehensive Project shall be prepared for seeking the required funding support.

D.P.R’s for development of infrastructure around the Shrine of Peer Dastageer Sahib, Khanyar and Ziyarat Naqashband Sahib (R.A)/ Graveyard of 1931 Martyrs have been framed at a cost of Rs.48.77 Crores and Rs.14.39 Crores respectively. Detailed Project Reports shall be framed on receipt of detailed Architectural drawings from Chief Architect, Kmr. The acquisition proposals in respect of both the Shrines have been finalized and valuation cases for acquisition of structures   at Peer Dastgeer Sahib have already been framed and are being put up in HLC Meetings. The Construction work at both the  places is being got executed through J. K. P. C. C. and cost offer for Extension of the Shrine building at Peer Dastigeer Sahib has been framed by JKPCC and submitted to (R & B) Department at a cost of Rs.689.00 lacs for phase-I. Funds as mentioned below have so far been released for development of infrastructure at these two places:-

1. Peer Dastageer Sahib      = Rs.10.00 Crores

2. Ziyarat Naqashband

     Sahib (R.A)                    = Rs.10.00 Crores

It was pointed out that certain Govt. buildings have been constructed in the Srinagar Municipal limits without obtaining building permission from the Municipal authorities.

It was decided that henceforth the Govt. departments shall submit building plans and seek proper building permission from the Municipal Authorities before taking up the construction of any building.  In case any deviation is found by the Municipal authorities, the matter should be dealt strictly under the Municipal Laws.

The Commissioner, MC Sgr. Vide his letter NO: SMC/OSD/ Com/ 1642-43 Dated: 28-01-2009 has intimated that the list of un-authorized constructions by various Govt. departments in Srinagar city is being compiled by the enforcement wing of SMC. Four govt. departments have so far approached the Srinagar Municipal Corporation for granting permission of various buildings, Requisite permissions have been granted.  However, the instructions have been conveyed to all the executing agencies to seek permission from Municipal Authorities.

The state land measuring 15 Kanals available near Patwar Khana / Orphanage at Harwan  shall be transferred  for construction of a modern ISM hospital.  A detailed Project Report shall also be  prepared in this respect about the suitability  of land for .

Director, India System of Medicaians has intinmated that 15 Kanals of land under survey No. 116 near Patwar Khana/ Orphanage at Harwan recorded as Sarkar has been identified for construction of and establishment of Aromatic Plant garden. The revenue papers have been authenticated by the ADMO Srinagar on behalf of ISM Department with Revenue authorities on 11.11.2009,. The process of transfer of land to ISM Department is under active consideration in Revenue Department as per the latest communication received from Dy. Commissioner, vide his No. 467/SQ/Misc dated 15.6.2010. As soon as the land is transferred the DPR’s shall be prepared.

In the meanwhile, a high level meeting charied by Chief Secretary on 11.6.2010 the issue was discussed with the Secretary to Government of India, Department of AYUSH wherein inter-alia it was decided that Central Counsil for Research of Unani Medicine(CCRUM) will provide 14.00 crores for construction of specialized (ISM) Hospital for Medical Tourism and National Centre for preclinical safety evaluation of Unani Drugs which reportedly stands approved by the Hon’ble Union Health and Family Welfare Minister.

Maintenance of roads.

The Housing & Urban Dev. Deptt. vide letter Bo:-HUD/Plan/500/2003 dated:-01/07/2010 has intimated that in view of the provision of the Municipal Corporation Act 2000, where by Municipal Corporation is authorized to levy taxes, license fee etc. to raise resources: the Corporation should itself take a decision on such issues regarding the need for extra manpower keeping in view the job requirement and availability of resources.

Proposal regarding procurement of garbage handling equipments required for improving the city sanitation has been submitted to Planning & Development Department vide letter No:-HUD/Plan/89/2009 dated:-30/10/2009 for release of Rs. 10.00 crore for the cities of Jammu and Srinagar, which includes purchase of road sweeping machines and garbage compactors. Response of Planning Department is still awaited.

Education department shall furnish the list of the schools functioning in, School-Wise enrollment, teachers and other staff posted in these schools, and school-wise sanctioned staff strength.

Similarly, the Health Department shall also furnish report with regard to different health institutions functioning in the district, indicating therein the available infrastructure, number of doctors, paramedical staff, together with sanctioned strength with a view to rationalizing the functioning of these institutions. Both the reports shall be submitted to Hon’ble Chief Minister within 15 days.

The park located at Brain known as shall be transferred back to Municipal Corporation Srinagar for construction of a Community Hall, provided it is not falling in the notified “Green Belt Area.”

The Commissioner Srinagar Municipal Corporation vide his letter No: SMC/OSD/Com/1518-22 Dated:09-01-2010 has intimated that a team of Officers comprising of Vice Chairman, Lakes and Waterways Development Authority, Chief Town Planner, and the Rep. of  District Development  Commissioner, along  with Town Planning Wing and concerned Executive Engineer, Srinagar Municipal Corporation visited the site along with

Concerned Hon’ble MLA.  The local residents of Brain, Nishat Srinagar gathered in the said Park and vehemently disagreed for construction of Community hall inside the park and considering the mood of the people, the team of Officers along with MLA decided not to undertake any construction in the said park for construction of community facility. The Hon’ble MLA was requested on spot to identify alternate side wherein proposed community hall will be constructed.

It was pointed out that an amount of Rs.20.00 lacs has been spent for providing and installation of lights at Habbakaddal bridge.  Similarly, a huge amount has been spent on providing  of lights at Nawakadal and other  bridges.  However, at present no lights are functional at these locations.  The Hon’ble Chief Minister  desired to ascertain the agency responsible  for  installation  and maintenance of these  lights and asked for a factual  report within two days.

The Superintending Engineer, EM & RE Circle – Ist Srinagar has intimated that the lights  on Fatehkadal bridge,  Habbakadal bridge,  Nawakadal bridge  and  Zainakadal bridges have been installed/ Commissioned.

The Education Deptt. Shall identify private school buildings for acquisition in a phased manner in city so as to give better environment /space to the students.   Besides, the Department should explore the possibility of providing  incentives to the house owners for renovating the buildings  which are hired by the Education Department  for schools  to make  these structures safe and  suitable for the students.

  3. Kralyar.

However, the acquisition papers  pertaining to High School Malik Sahib are under process .

Hon’ble Chief Minister desired that suitable site may be identified for construction of a modern Swimming Pool in city.   A detailed project report be got prepared and submitted to Planning & Development Deptt. for consideration.

The Hon’ble MLA Sonwar raised  the issue of constt. Of PHC at Zewan.  It was decided  that the Health  department  shall furnish  report regarding present  status of custodian land identified for construction  of the PHC Zewan  to Planning & Development  Department.

Planning & Development  department  shall consider the case for const. of building and creation of staff for PHC Zewan.

The Director  Health Services Kashmir  vide his  letter No: DHSK/Plg/DDB-Sgr/2009-10/1036-38 dated:18-06-2010 has  intimated that  the Custodian General Evacuee property was  requested  to intimate the cost  of compensation /premium for  6 kanals  and 17 marlas  at Zewan identified for construction of PHC building. The Custodian General intimated that an amount of Rs.20.55 lacs are required as premium @ Rs.3.00 lacs per kanal for onward transfer of the instant land to the Health Department.

Accordingly the said amount was released in favour  of Custodian General Evacuee property for the said land through Chief Medical Officer.

Now the Custodian General is demanding Rs.54.80 lacs as premium for 6 kanals and 17 marlas @ Rs.8.00 lacs per kanal. Thus there is a balance of Rs.34.25 lacs. The matter regarding enhancement in the premium from Rs.3.00 lacs to Rs.8.00 lacs per kanal stands brought into the notice of Administrative Department vide letter No: DHSK/plg/570/747-51 dated:25-05-2010.

The land by one Dr. Naseema at Zakura / Habbak  shall be taken over by the Health and Medical Education Department  as per the “deed” given by the brothers of the deceased doctor,  for construction of a health  care centre.  It was decided that the Health Centre be named after her   and the land   shall  be used only for health care purposes.  The Health & Medical Education  Department  should proceed quickly to operationlize the proposed centre.

The Director, Health Services Kashmir has intimated that the building has been got renovated through JK Police Housing Corporation and taken over on 7th of January 2010. A copy of Handover/take over report has been provided to the brother of the donor of the property in presence of Director Health Services Kashmir. The institution shall be named after donor of the property when the same is made functional as a health centre/ maternity centre.

Further the steps for its fencing have been already taken up and the work is under execution. Due to the paucity of the funds the fencing could not be completed within the due course of time.

It was decided  that the SMC will identify a suitable piece of land  and prepare a DRP for construction.

 The Housing & Urban Dev. Deptt. Vide letter Bo:-HUD/Plan/500/2003 dated:-01/07/2010 has intimated that DPR for construction of Corporate hall at Karan Nagar has been framed at a cost of Rs. 358.00 lacs.  After the tendering process, the case was placed before the State level Contract Committee for accord of approval to the fixation of contract.  The SLCC has cleared the project in its meeting held on 20/05/2010.  Execution process shall commence soon and Rs. 1.00 crore stands already released during 2009-10 in favour of SMC.

At least two more alternative sites for dumping solid  waste other  than Achan be identified.

The Housing & Urban Dev. Deptt. Vide letter No:-HUD/Plan/500/2003 dated:-01/07/2010 has intimated that approximately 409 kanal of land are available with SMC at Lasjan.  This site can be utilized as an alternate dumping site.  It is however proposed that the agency, which has formulated DPR for Development of Achen for ERA, may be requested to prepare Project Report for the same.  Further action is being taken.

Director, Archives/ Secy, Tourism

The Superintending Archaeologist vide his letter No: 8/126/2001/M-7877 dated Ist January 2010 has intimated that there are 69 monuments/sites declared protected for their maintenance and upkeep by the Archaeological Survey of India in J&K State. Neolithic site at Burzuhama and the monuments namely Kathi Darwaza and Sangeen Darwaza are also included in the list of the centrally protected monuments. Form time to time necessary measures have been taken by the Circle to preserve these monuments and the Conservation Works were taken in accordance with the Conservation Programme approved by the Director, General Archaeological Survey of within the availability of the funds allotted for the purpose.

The Burzuhama site being Neolithic and in the past Excavation has been carried out by the circle and Neolithic tools and other material found during the Excavation.

There has been a proposal for construction of site museum at Burzuhama but the same did not materliese so far due to the difficulties faced for acquisition of land and now it has been decided to construct a small museum at Lal Mandi Office, Srinagar for the purpose of which land is available and necessary plans/drawing being prepared for the purpose to display the antiquities found at Burzuhama and other monuments. The site was subject to vandalism by the vagaries of human and nature, every effort was made to save the site.

     Keeping in view of the importance of these monuments necessary provision will be made in the Conservation Programe being prepared for the year 2010-11 for conserving these monuments on top priority for which it is necessary to take steps to thwart any attempt by the anti social elements to encroach upon the land adjacent to these monuments for which necessary instructions needs to be issued by the State Government to the concerned Police authority for keeping a vigil on the anti  social elements so that no further encroachment takes place at these monuments.

The Superintending Engineer, R & B Circle Srinagar/Budgam has intimated that Project Report for  2  Laning of  Buchpora Hazratbal Road under C.R.F has been framed at a cost of Rs.2407.546 lacs and submitted to Commissioner/ Secretary (R&B) Kmr’s  No: 20833-35 dated:29-12-2009 as per following breakup:-

  1. Acquisition cost  

                          = Rs.1972.33 lacs

2. Development cost     

                          = Rs.435.23   lacs          

                          = Rs.2407.56 lacs
