REVIEW OF DDB BOARD DECISIONS (17Th FEB 2010)

SMC was authorized to engage 600 sweepers immediately. Moreover, SMC shall call the quotations/ tenders for machines sweeping mechanized / garbage lifting machines/ dust bins and submit the proposal to the Planning and Development through the Administrative Department.

The Housing & Urban Dev. Deptt. vide letter Bo:-HUD/Plan/500/2003 dated:-01/07/2010 has intimated that in view of the provision of the Municipal Corporation Act 2000, where by Municipal Corporation is authorized to levy taxes, license fee etc. to raise resources: the Corporation should itself take a decision on such issues regarding the need for extra manpower keeping in view the job requirement and availability of resources.

Proposal regarding procurement of garbage handling equipments required for improving the city sanitation has been submitted to Planning & Development Department vide letter No:-HUD/Plan/89/2009 dated:-30/10/2009 for release of Rs. 10.00 crore for the cities of Jammu and Srinagar, which includes purchase of road sweeping machines and garbage compactors. Response of Planning Department is still awaited.

It was decided that a meeting shall be convened at Secretariat level and detailed guidelines shall be issued for maintenance of street lights  and payment of user charges.

The Housing & Urban Dev. Deptt. vide letter Bo:-HUD/Plan/500/2003 dated:-01/07/2010 has intimated that the Principal Secretary to Govt; Power Dev. Department conveyed a meeting on 14-06-2010 with regard to installation and maintenance of street lights.  It was decided in the meeting that PDD shall maintain the street lights in Srinagar City within SMC Jurisdiction as the electric Maintenance Division is still working under PDD and has not been transferred to SMC as has been done in case of JMC.

Deptt. vide letter Bo:-HUD/Plan/500/2003 dated:-01/07/2010 has intimated that approximately 409 kanals of land are available with SMC at Lasjan.  This site can be utilized as an alternate dumping site.  It is however proposed that the agency, which has formulated DPR for Development of Achen for ERA, may be requested to prepare Project Report for the same.  Further action is being taken.

Hon’ble Mayor, SMC  informed that 8 community Halls (one in each constituency) in Srinagar District are near completion and requested for one time grant of Rs.200.00 lacs. Hon’ble Chief Minister was kind enough and announced it as an additionality

It was reported that land measuring 7 Kanals with some structures is available which needs to be acquired for parking at Soura. Divisional Commissioner Kashmir informed that Ladakh  supplies Division can part with this piece of land if  they are given alternate land in Ganderbal Division commissioner was  directed to examine the possibility of alternate land and furnish the proposal.

There are 3 Kanals-6 ½ Marlas in possession of Ladakh Affairs Division and land measuring 5 Kanals-7 Marlas in possession of PHE Department and some construction is also existing on spot. 

However, as per revenue record there are 20 Kanals & 30 Marlas of State Land under Survey No: 2663 under the occupation of Revenue, Agriculture & Industries Departments. Besides, 10 Marlas of land under the occupation of Sh. Gh. Nabi Matoo S/o Ab. Aziz Matoo.

It was reported that Handicrafts community Centre at Soura  was burnt during the militancy. It was decided that DDC will visit and submit a report to the office of the HCM. The I & C will take up the repair/ renovation of the Centre and resources gap, if any, will be provided by the P & DD.

The site of the gutted erstwhile at Soura was visited and it was found that it is in possession of Wakaf Board.

However, the Secretary J&K Muslim Wakaf Board vide his letter No: MWB/ADM/1330-32 dated 17.6.2010, has intimated that the land can be allotted to the Department on lease basis for which the rentals will be Rs. 0.50 lacs per month. A proper lease deed shall have to be executed and as per the procedure in vogue in the Wakf Board there will be 15% increase in lease rent after every three years .  Howerver, the matter is being examined for further course of action.

Two difference versions regarding the present status of the Custodian land were given by the Hon’ble MLA Sonwar and Hon’ble MLC. It was decided that the Divisional Commissioner will inquire into the status and submit a report to the HCM within two week’s. 

It was also decided that in case Home Department has already paid premium/cost of this piece of land, the custodian General will refund Rs.20.55 lacs to the Health Department and Construction should be started immediately

Health and Medical Education Department vide letter No: HD/Plan/DDB/2010 dated:-14/07/2010 has intimated that the Custodian General Evacuee property was requested to intimate the cost of compensation / premium of 6 kanals and 17 marlas of land at Zewan identified for construction of PHC building.  The Custodian General intimated that an amount of Rs. 20.55 lacs are required as premium @ Rs. 3.00 lacs per kanal for transfer of the same to Health Department.

Accordingly Rs. 20.55 lacs were released in favour  of
Custodian General Evacuee property for transfer of said land through Chief Medical Officer, .

Now the  Custodian General is demanding Rs.54.80 lacs as premium for 6 kanals and 17 marlas @ Rs.8.00 lacs per kanal. Thus there is a balance of Rs.34.25 lacs.

During the current year an amount an amount of Rs. 1.25 Crores (50% of last year’s approved outlay under land acquisition stands released and DHS Kashmir has been asked to accommodate the said demand out of this amount.

Establishment of Sub Centre at Khimber was approved subject to the condition that the land is provided by the Community free of cost.

Depatt. vide No:-HD/Plan/DDB /2007-08/67/2009 dated:-20/10/2009.  The matter regarding creation of staff is pending with Planning & Development Department.

The Hon’ble MLA requested for development of existing play field at Zewan. It was decided that the DDC Srinagar will verify the status remove encroachments, if any, formulate a  project for development of play field and submit to the Planning  Department for funding through Youth  Services Department.

The land in question is proprietary land recorded in the name of Molvi Bashir Ahmad Vendee , under the possession of Custodian department. It was decided that Tourism and Culture Deptt/ DDC Srinagar will prepare a n Comprehensive Plan for development of infrastructure around Mehjoor Sahib’s Mazar in consultation with the family members of Mehjoor Sahib and put up to the office of the HCM.

The Tourism department   has prepared a detailed Project report for Development of Mazar Mahjoor at Athwajan for an amount of Rs. 254.86 lacs.

Besides , the PW ( R&B ) department has conducted the survey for detouring of the road . The proposals are to be discussed with National Highway Authority of India for obtaining their NOC before taking up the work in hand.

It was decided that the decision taken with regard to city roads shall be applicable in city as well. The filling and compaction will be done by the R  & B and  money available regarding this activity shall be transferred to the R & B. The Housing & Urban Dev. Deptt. vide letter Bo:-HUD/Plan/500/2003 dated:-01/07/2010 has intimated that there is a provision of Rs. 4.11 crores in the project report for restoration of 43 kms of roads by NBCC.  NBCC is bound to restore the cut roads as per the existing specifications viz-a-viz the scope of the items in DPR.  On these lines the restoration charges works out to Rs. 5.54 Crores on the rates made available by the R&B department.  However, if the road cuts are to be restored as per the specifications of R&B Department the amount works out to 7.17 crores for 43 kms of road lengths.  Thus against the required restoration charges of Rs. 7.17 crores required for the cuts width of 1.4 mts. For road length of 43 Kms. an amount of Rs.3.00 crores  is available in the DPR , which can be considered for transfer to R&B department.

The Deputy Director,(P&S), CA&PD Deptt. vide his letter No:-DCAPDK/Plg/1821 dated:-14/07/2010 has intimated that CA&PD has opened the sale centre by way of internal adjustment at Nowshara “B” as the locals have provided rent-free accommodation for stocking of food grains for convenience of the locals.  The centre consists of 300 ration card holders covering 1650 souls on monthly basis.

The Chief  Engineer, PW ( R & B ) Department Kashmir vide his letter No:CE/R&B/K/Plg/6683-84 dated:16-06-2010 has intimated that Project Report for overhead Pedestrian Bridge across National Highway Bypass near JVC Srinagar stand submitted to Government vide this office No. Tech/3703-04 dted:20-05-2020 at a cost of Rs.360.00 lakh. The work on the  said scheme shall be taken up in hand after the project is sanctioned.

It was reported that Vethpora is not shown as part of Municipal Corporation and should be notified/included in the Municipal Corporation as it is not a rural area.

Similarly, new cheer and Khunmoh wards be  de-notified and excluded from municipal limits.

The Housing & Urban Dev. Deptt. vide letter Bo:-HUD/Plan/500/2003 dated:-01/07/2010 has intimated that the Govt. vide SRO 434 dated: 24th December , 2003 extended the Municipal limits including Lasjan & Vethpora areas within the jurisdiction of SMC . However , vide SRO 247 Dated: 26-07-2004 the area of Lasjan & Vethpora have been excluded from the Municipal limits .

 

As regards exclusion  of Khanmoh etc. from the jurisdiction of SMC , the case is subjudice before the Hon’ble High court .

Hon’ble MLA mentioned that a tube well was dug by Ground Water Commission of India but is not being used by the PHE Department, despite of the  fact that there is  shortage for water in the area. Chief Engineer PHE was directed to make it functional and use this source. In case the department is not able to absorb the cost in the normal plan, the Planning & Dev. Department will provide the funds.

The Chief  Engineer, PW(R&B Department Kashmir vide his letter No: CE/R&B/K/Plg/6683-84 dated:16-06-2010 has intimated that the Construction of Foot Bridge over River Jehlum at Palpora has been assigned to JKPCC. Fund to the tune of Rs.44.00 lakh stand released in favour of JKPCC for the said work ending 03/2010. The work on the said Bridge has not been taken up till date by JKPCC because of high water level.

In view of the  changed  guidelines regarding Swine Flu (H1N1), it was decided  that the  Swine Flu centre will be closed immediately and normal maternity related treatments/procedures be started in the  maternity home. The isolation ward of SMHS shall be used for taking samples/Isolation of  H1N1 suspect persons as suggested by the Principal Govt. Medical College Srinagar.

It was decided that  matter shall  be discussed with the Finance Department

The Commissioner/Secretary to Govt. Industries and Commerce  Department vide his letter No: IND/Plan-955/2009-109 dted:23-06-2010 has intimated that the State Industrial Policy of 2004, after concerted efforts, has now been extended to the Handicrafts and Handloom Sectors by virtue of Govt. Order No.169-Ind of 2008 dated:12-06-2008. The said policy envisages that the incentives hall be made available, mutatis- mutandi, to the registered Handicrafts/Handloom sector, on the analogy of incentives provided by the Industries and Commerce Department as per G.O. No.21-Ind of 2004 dated:27-01-2004. The list of Industrial units  under Handicrafts/Handlooms Sectors included in the scope/ definition of  the Handicrafts/Handlooms sectors eligible for incentives within the new industrial policy- 2004 are as follows:-

a)      Handicrafts Sector

             Staple Embroidery, Sozni, Crewel Embroidery, Chain 

             Stich, Tapestry, Gabba and Namda, Carpet

             making, Shawl making, Wood carving, works,   

             Calico printing, Paper machier, Gem and Jewellery,

             Chamba embroidery

b)   Handloom Sector

             Handloom Textile/Fabric, Handloom Products, 

             Kani Shawl,  Pashmina Shawl

Since the incentives permissible under the State Industrial Policy shall be applicable to registered units of the Handicrafts and Handlooms sector, the first step is to formally register the existing  artisans with the Directorate or in Districts. Orders authorizing the Assistant Directors   in each  District to register artisans has now been issued.  The State Government has  taken up  the issue of enhancement of stipend  (from Rs.100 to Rs. 500 and from Rs.200 to 700 for Elementary and Advance training Courses respectively) being paid to the trainees in the existing 553 training Handicrafts Centers of the State with the Ministry of  Textiles, Government of India. A grant-in-Aid of Rs. 4.26 crore per annum ( 50% of the short fall of the proposed enhanced stipend) from the Government of India is required for this purpose. This will go a long way in not only motivating the trainees to undergo training in different crafts but will also help in revitalizing the traditional Handicrafts and cottage industries of the State.   The Department is presently providing 5% interest subsidy to the Individual artisans for raising loans against working capital provided by the Banks. The artisans are also provided free market access by organizing Expose, Exhibitions and during the year 2009-10  12. No. of Exhibitions/Craft Bazars were organized by the Handicrafts Department . The I&C Department is already consolidating and improving the existing facilities being provided to the handicrafts artisans of the State by way of implementing the following schemes:-

         Health Insurance Scheme., Rajiv Gandhi Bhima Yojana, State Award to Master Craftsmen, Holding of Exhibitions, Organization of Special Campaign, Package of Incentives.

However, keeping in view the directions of the Hon’ble Chief Minister a detailed proposal is being examined for the upliftment of artisans through various interventions.

The Housing & Urban Dev. Deptt. vide letter No:-HUD/Plan/500/2003 dated:-01/07/2010 has defined the role of SDA & SMC as under :

The far most responsibility of the SDA is preparation of Master Plan & Zonal Developmental plans as per section 7 and 8 of the Development Act . Besides , SDA has also to  develop Housing Colonies for weaker sections and other segments of the society  and also to raise infrastructure for urban transport .

Rest of the civic facilities are to be provided by SMC within the Municipal limits.

The DDC was directed to focus on implementation of PMEGP and SKEWPY being launched from Ist April 2010.

The schemes are being vigorously monitored. 112 cases have been sponsored to various Financial Institutions under PMEGP out of which 38 case have been sanctioned with the financial assistance of Rs. 151.41 lacs benefiting 198 un employed youth up to ending March 2010. Moreover 377 persons have been benefited under SKEWEY and Rs. 3.20 lacs have been disbursed so far.

The progress regarding measuring and documentation of lakes was appreciated and district administration was complemented for the good work done so far. The Hon’ble Chief Minister directed DDC to set monthly targets and monitor the benching of the area of various lakes.

Chief Engineer R & B informed that the bridges are on tack ans shall be completed by 30th of April 2010.

The Chief  Engineer, PW ( R & B ) Department Kashmir vide his letter No: CE/R&B/K/Plg/6683-84 dated:16-06-2010  has  intimated that the Construction of additional two lane Bridges at both the places has been completed, except completion of approaches to required  widths.  Single lane approach road to the on   side is available and widening of the same to 2- lane status has to be carried out by way of acquisition of structures. Similarly single lane approach road to the on  side  is available and widening of the same to 2- lane status has to be carried out by way of acquisition of structures. Acquisition papers in respect of both the  Bridges have been framed and shall be put up in the coming H.L.C.

Divisional Commissioner informed that the case is with Financial Commissioner Revenue for sanction. Hon’ble Chief Minister observed that the FC Revenue will be remained by his office.

Pending  sanction  by the  Financial Commissioner Revenue for transfer of land, administrative approval for  construction of  PHC at Lal Bazar has been accorded  vide this  office  order No: 20-DDC OF 2010 dated 18-05-2010 for an amount of Rs.  1.29 crores in favour of MD, JK PCC. Necessary  NOC has been obtained from  MD, J & K Housing Board  and  the requisite  Revenue papers  have been   submitted to Financial Commissioner Revenue  vide this  office letter no: DDC/Dev/DDB/1999-2003 dated;16-06-2010 who have forwarded the same to Administrative Deptt. vide letter no:-FC-LS/AT/1216/09 dated:-28/06/2010 to issue orders of transfer.
