Relief Under Natural Calamity

As per SDRF norms following Calamities have been included for grant of Relief :-

  1. Cyclone
  2. Flood
  3. Avalanche
  4. Drought
  5. Tsunami
  6. Cloud Burst
  7. Earthquake
  8. Hailstorm
  9. Pest Attack
  10. Fire
  11. Landslide

If any calamity takes place eg. fire which is a recurrent feature and report in the shape of loss statement is obtained from the Tehsildar concerned indicating the quantum of loss caused to the property along with list of the sufferers and nature of damage whether fully/Partially or severely .Besides Photographs of the gutted structure and Police report. Once all the formalities are found complete the case is settled accordingly as per the eligibility of the sufferer.

Relief Under Subversion

Damage Caused to Life

If a person gets killed in a militancy related incident, a report is obtained from the Tehsildar concerned about the factual cause of incident along with the name of Next of kin’s of the deceased. Besides report from Police/CID verifying facts and also furnishing involvement /non involvement report in respect of the deceased. The case is disposed off as per merit for grant of relief amounting to Rs.1.00 lac

If a person gets injured with permanent disability same procedure as indicated above is followed, however a certificate from the competent authority I.e. medical Board is to be obtained indicating the nature of injury sustained by the said person which qualifies him for relief under permanent disability category .The case is placed before the District Level Screening Cum Co Ordination Committee for discussion/clearance. If the case is found complete in that event ex gratia relief of Rs.0.75 lacs is sanctioned in favour of the injured person
For serious injury ,i.e. hospitalization for more than 24 hrs, Rs.0.05 lacs is payable
For Injury, i.e. hospitalization for less than 24 hrs, Rs.0.01 lacs is payable
For Minor injury discharge after first aid Rs.500

Damage Caused to Property

Requirements:-

  1. An application is to be presented to the Deputy Commissioner for grant of relief.
  2. Loss statement from Tehsildar dully verified by Assistant Commissioner Revenue
  3. Police/CID report about the factual cause of incident along with involvement/non involvement of the affected person
  4. Copy of FIR

The case is placed before DLSCC for discussion and clearance. 50% of the loss assessed subject to upper ceiling of Rs.1.00 lac. Similarly if damage to immovable/movable property as a result of counter terrorist operations undertaken by the CPMF’s/Army takes place the affected family is entitled for grant of relief to the tune of Rs.10.00 lac which include Rs.7.00 lac for immovable and Rs.3.00 lac for movable as per Government order No: 1105-GAD of 2010 dated: 30-09-2010.

Relief Under SRO-43

Dependents of any person who dies as a result of militancy related activity can avail benefit under SRO-43. The dependent should apply before the Deputy Commissioner through the medium of an application within one year from the date of the incident

Requirements:-

  1. A dependent certificate is required to be issued by the Deputy Commissioner concerned.
  2. Income certificate is to be issued by the Assistant Commissioner Revenue of the concerned district.
  3. Copy of FIR, report from district Police, verification of the character antecedents in respect of deceased as well as dependents of the deceased from IGP, CID and SSP Srinagar
  4. Other documents like, PRC, qualification etc
  5. After completion of the formalities the case is placed before the District Level Screening Cum Co Ordination Committee meeting for disposal and orders are issued either for appointment or benefit by way of cash in lieu of appointment by the Deputy Commissioner
